It is a good question why certain states grant honorary colonelries (colonelships? coloneldoms?) while others don't, but isn't the literal rank one of the Confederate army? I just always assumed it...

I always thought the rank was for the Militia (or National Guard). Some of these honorary appointments might correspond to units that were called up for active duty in the CS Army or the US Army...
